The changes were made to align requirements for teacher licensure with K-12 school reforms and make teacher preparation programs more standards-based. Two stages of licensure were created; all teachers would first earn an Initial Teaching License (ITL) and would then be required to earn a Continuing Teaching License (CTL) no later than the end of the sixth year of teaching in Oregon.
